The object of the game is to work your way up from being a lowly provincial governor to becoming the all-powerful Caesar. As you progress, you will have to manage and develop cities, build monuments, raise armies, trade with other cities, and interact with Rome itself as it reacts to your successes and failures.

The main objective in Caesar IV is building cities and seeing them thrive under your rule. You start off with an undeveloped province which must be built up through careful construction planning and resource management. This includes constructing buildings such as temples, markets, farms, roads etc., while also providing enough services like food supply or entertainment for citizens so they stay happy. In addition to this players must also handle taxes efficiently so their city can produce more revenue over time without suffering too much public unrest due to excessive taxation rates!
