Tokyo Xtreme Racer 3 is the third installment of Genki's Shutokou Battle series and was released for the PlayStation 2 in 2003. It builds on its predecessors by allowing racers to take their skills to cities like Nagoya and Osaka, as well as an expanded Tokyo map that includes the Yokohama area. There is also a weather cycle added which adds another layer of challenge for players.

The car selection has been improved from previous entries with fully licensed cars from various Japanese, American, and European manufacturers instead of using generic models. Furthermore, many repeat models have been removed so there are fewer cars overall which simplifies things. The A, B, and C car designations have also been taken away in TXR3 to make it easier for players to choose a vehicle that suits them best.
