The game follows Thomas Tommy Angelo, a taxi driver living in 1930s Lost Heaven (based on San Francisco and Chicago), who gets mixed up with the mafia led by Don Salieri. Players take control of Tommy as he works his way through an expansive storyline encompassing plots, robberies and assassinations while trying to decide whether or not to become an informant against the mob.
